I'll bet that "mynetworks" in /etc/popbsmtpd.conf has some prefix of
"xxx.xxx.xxx.xxx" specified. Comment that line out, and you should see
something get written to the two databases.
Instead of using pico, you can check the contents of those two databases with
# popbsmtpd --dump-auth --dump-login
Looks like you are in business now...
