Here are the key lines:

popbsmtpd: spop3 got IP address "xxx.xxx.xxx.xxx"
popbsmtpd: spop3 got user id "user"
popbsmtpd: Login by user user from IP xxx.xxx.xxx.xxx at 2002/09/10 08:18:58

I'll bet that "mynetworks" in /etc/popbsmtpd.conf has some prefix of
"xxx.xxx.xxx.xxx" specified. Comment that line out, and you should see
something get written to the two databases.
Instead of using pico, you can check the contents of those two databases with

# popbsmtpd --dump-auth --dump-login

Looks like you are in business now...
